The Association Europe-Finances-Régulations (AEFR) is a think tank that aims to develop proposals on changes to the regulation and organisation of financial markets in order to put forward the views of the "Europe of 27" at national, European or international level. It was created by the merger in May 2021 of the AEF (Association d'Economie Financière) and the EIFR (European Institute of Financial Regulation). The AEFR aims to strengthen Europe's ability to think about financial regulation on an inclusive and representative basis, in the dual context of the European Green Pact and the digital revolution, and thus to contribute to Europe's influence in tomorrow's world, through cutting-edge regulation and organisation of financial services.
The AEFR is :
- a tool for producing debate papers, to open up or broaden debate by providing a basis for reflection on topical or forward-looking issues relating to financial regulation, the organisation of financial services in post-Brexit Europe and the ecological transition, and more generally the development of financial services in Europe and worldwide
- a forum for the heads of AEFR member institutions and companies to discuss major financial developments and sectoral issues, particularly as identified in the debate papers, through regular "Chatham House"-style meetings
- a centre of expertise on financial regulation, organising events of various formats on a range of regulatory issues, both cross-cutting and highly focused, bringing together cross-disciplinary expertise from regulators, regulated financial institutions, consultancy and law firms, and trade associations
- the publisher of the Revue d'Economie Financière, which enjoys a reputation and authority recognised in the academic world on the basis of French and foreign contributions from academics, regulators and professionals.
AEFR's forty or so members include the main regulators in the financial sector (AMF, Banque de France, ANC, Treasury), the various branches of the financial services industry (French and foreign banking, insurance and asset management institutions, market undertakings), law and consultancy firms, non-financial companies, trade associations and qualified individuals.
Since April 2024, the AEFR - Europe Finance Regulation Association and Citéco - Cité de l'Économie have joined forces through a partnership
AEFR is chaired by Pervenche Berès, Member of the European Parliament from 1994 to 2019, former Chair of the European Parliament's Committee on Economic and Monetary Affairs and particularly involved in financial regulation issues. The Steering Committees for the 4 activities are chaired respectively by Robert Ophèle, Chairman of the Autorité des marchés financiers, Didier Valet, Vice-Chairman of the Institut Louis Bachelier, Alain Papiasse, Chairman of the Paris Europlace Steering Committee, and François Villeroy de Galhau, Governor of the Banque de France.
